[News] Gender Issues in the Hispanic Caucus

Sanchez quits Hispanic caucus
The Santa Ana congresswoman says Rep. Joe Baca broke voting rules to become chair, and that he is demeaning to her and other women.
By Richard Simon, Times Staff WriterFebruary 2, 2007

WASHINGTON — The Congressional Hispanic Caucus was thrown into turmoil Thursday after Rep. Loretta Sanchez (D-Santa Ana) resigned her membership amid accusations that its chairman, Rep. Joe Baca (D-Rialto), had been demeaning to women. Two of the remaining five women in the 21-member caucus expressed concerns about how the group treated them, but did not resign.

Rep. Hilda L. Solis (D-El Monte) complained about the "lack of respect afforded to women members of the Hispanic Caucus." And Rep. Linda T. Sanchez (D-Lakewood) stood by her sister and fellow congresswoman, saying: "I am waiting to see whether the Hispanic Caucus leadership will make good on its promise to be more fair and inclusive of Latina members.""Latinas are the fastestgrowing segment of the minority population," the Lakewood congresswoman said. "And their perspective deserves to be represented, not denigrated."

On Wednesday, Loretta Sanchez told the Politico, a new Capitol Hill newspaper, that Baca had called her a "whore." She has not responded to requests for an interview since then. Baca denied the charges Thursday, saying, "These accusations are categorically untrue."

The Orange County congresswoman's resignation comes after six caucus members last year cut their ties to the group's political action committee after it made campaign contributions to relatives of caucus members — including Baca's sons Joe Jr. and Jeremy, who ran unsuccessfully for state Senate and Assembly, respectively."At a time when the public is crying out for a more ethical government, we should be taking every step to avoid any appearance of preferential treatment for relatives," Solis said in a statement Thursday. Some female caucus members also complained earlier this year that Baca's election as chairman was not conducted by secret ballot as required.

In her resignation announcement Wednesday, Sanchez cited her concern about the election as her only reason. "I and other members of the caucus voiced our strong opposition to Mr. Baca's chairmanship due to a violation of election rules," she said.Baca dismissed these complaints Thursday, noting: "These issues have been discussed, reported, and laid to rest."

Sanchez told the Politico that she heard Baca had made the demeaning remark about her to California Assembly Speaker Fabian Nuñez.But at a news conference Thursday in Sacramento, Nuñez said, "I have no recollection of any conversation with anybody about a dispute between Congressman Baca and Congresswoman Sanchez." He added that he would "rather not be dragged into the mud" of a congressional fight.

Sanchez also told the Politico that when the caucus had approached her earlier this year to pay her contribution to support the caucus staff, she asked to be removed from the list of members. "There's a big rift here," she told the newspaper. Using a vulgarity to describe how Baca treated women, she concluded, "I have no use for him." Baca, in a statement Wednesday, called Sanchez's resignation "unfortunate." But in his statement Thursday, he implicitly criticized her, saying: "This 'controversy' is of the most disrespectful nature to our constituents and to our colleagues in the House because it is based on untruths."

A congressional staffer, who was not authorized to speak on the matter and requested anonymity, said that some of the male members of the caucus were often disrespectful of the women — talking, laughing or making jokes while they were trying to speak at caucus meetings. "This is a serious rift; it's bad for the community," the aide said. "If other women follow her lead, it looks bad" for the caucus. "They let internal bickering override what they can do as a key bloc in Congress."

II. Meetings
a. After taking an informal poll of mujeres’ availability, we have decided to keep the meeting dates for Saturday mornings during the Winter Quarter.

i. Date: February 28th (Wednesday) at 4:30 p.m.
ii. Possible Locations….
1. Cross Cultural Centers à there will be another event in the bookstore sponsored by the CCC later that night, though, so this location is more an option than a first choice…
2. Golden Eagle Ballroom à we cannot secure the space until 13.2 à maybe other groups could do it for us? (We will be contacting either MEChA or the Latin American Studies Society to see if they can help/hop on board!)
iii. Advertisement
1. Connie will be creating the flyer.
2. Mike (Soldatenko) may have images that can be used.
iv. Honorarium… (pending)
1. Christy had originally said that the Women’s Resource Center could provide $100 towards the Symposium
2. Perhaps that money could be used as the honorarium??

c. CA Latinas for Reproductive Justice
i. Lucila and Dionne met with Gabriela Valle and Rocío Córdoba on 1/17
ii. A little more about them…
1. This is a brand new organization that seeks to reframe issues of reproductive rights within a social justice framework --> also takes into account how the state regulates women’s bodies, cultural constructs --> how can we as women make choices with full support and necessary knowledge?
2. “Reproductive Justice” --> a woman has a right to decide whether to have kids or not, with access to choices, and not have the state regulate her choice.
iii. Date: March 3, 2007 from 9 a.m. to 3 p.m.
1. They will hold a workshop on campus to introduce the idea of reproductive justice -->this is like an introductory meeting where both men and women are welcome.
2. Also, they’ll pay the cost for women’s travel expenses to CSULA that day.
3. The ultimate goal is to have a second “training” where they take interested folks to Sacramento and get them involved on the policy side.
iv. Location: Roybal Center (pending)
v. Advertising/Ways We Can Help
1. They are asking for our help in securing the space.
2. We can also help out with outreach on campus -->they’ll provide us with a flyer.

a. May 8th ~ Panel on Women Immigrant Workers

e. February 17th ~ Eagle Fest from 10 a.m. to 2 p.m.
i. This is the campus Open House event that aims to recruit students to the CSULA campus.
ii. We had a good discussion on whether or not this would be a worthwhile event to attend.
1. We decided that it was a good opportunity for visibility not just with potential students, but also with other orgs. on campus.
2. Volunteers to staff table? (2 hour shifts)

f. MALCS de CSULA binder!
i. We have decided to start a scrapbook/binder that will hold pictures from various events as well as member bios.
ii. The Bios can take any form that you like à just as long as it fits on a standard 8 ½ x11 sheet of paper.
1. You don’t have to put all your personal chismes on your page: just what you are comfortable sharing, and so that others reading it will get an idea of who you are and why you are in MALCS.
iii. Michaela will compile the Bios and pictures into an “album” by Eagle Fest so that we can use it as a recruiting tool.
iv. Tentative deadline for submitting Member Bios: at our next meeting!

g. MALCS Account
i. We are running very low on funds in our account…!
ii. If everyone can donate $5 to maintain the account, that would be a great help.

h. Summer Possibility: 2 weeks in Cuernavaca!!
i. Profa. D. is looking into a program that has been done at other Southland campuses which takes students to an institute in México that uses the Freirean method to teach Mexican issues (content-based instruction).
